Join us!   Description: ACT1 Federal is seeking an experienced Systems Engineer to provide senior-level technical analysis, systems-engineering, and investment-planning support to the Director for Advanced Manufacturing, Office of the Deputy Assistant Secretary of the Navy for the Defense Industrial Base (DASN (DIB)). The engineer supports Department of the Navy (DON) efforts to identify, assess, and advanced manufacturing and compute capabilities that expand the Navy’s capacity to build, sustain, and modernize the Fleet.  This position requires a senior technical subject matter expert with demonstrated experience in complex production environments and advanced manufacturing systems. The engineer shall be capable of independently evaluating manufacturing technologies, industrial systems, production constraints, digital-engineering capabilities, and enabling compute infrastructure; translating technical findings into decision-ready products; and supporting Government consideration of industrial-base investments, capability roadmaps, and technology-transition priorities.  Responsibilities:  Research, assess, and analyze advanced-manufacturing technologies, industrial systems, production processes, and enabling compute infrastructure relevant to Department of the Navy industrial-base priorities.  Evaluate how manufacturing capabilities may improve production throughput, quality, resilience, workforce effectiveness, cost, schedule, maintainability, and sustainment outcomes across the defense industrial base.  Develop technical assessments, capability roadmaps, investment analyses, requirements-support documentation, technical memoranda, briefing materials, and recommendations for Government consideration.  Analyze advanced-manufacturing applications and production technologies, including additive manufacturing, industrial automation, robotics, digital engineering, model-based systems engineering, production planning, digital twins, microelectronics, industrial data environments, supply-chain integration, and technology transition.  Assess compute capabilities supporting modern production environments, including high-performance computing, cloud and edge-computing architectures, modeling and simulation, data management, cyber-resilient industrial-control environments, and factory-floor computing.  Support technical analysis related to shipbuilding, shipyard modernization, depot maintenance, sustainment, naval production systems, defense manufacturing, and comparable complex industrial environments.  Identify technical risks, constraints, dependencies, maturity considerations, integration challenges, and potential return-on-investment considerations associated with proposed manufacturing and compute initiatives.  Prepare executive-level technical products that communicate complex engineering, production, technology, and investment issues to senior civilian, military, industry, and interagency stakeholders.  Support development of approved advanced-manufacturing strategies, technology roadmaps, investment portfolios, implementation plans, and performance-assessment approaches.  Coordinate technical drafts and supporting information with DASN (DIB) directorates, ASN (RD&A) offices, DON acquisition organizations, naval systems commands, Department of War stakeholders, industry representatives, and other organizations, as directed by the Government.  Support occasional site visits, industry engagements, executive briefings, technical reviews, and time-sensitive taskers associated with advanced-manufacturing and compute initiatives.    Requirements:  Bachelor's degree from an accredited institution in systems engineering, engineering, industrial engineering, operations research, computer science, data science, mathematics, or a related discipline.   At least 10 years of progressively responsible engineering experience in advanced manufacturing, industrial systems, defense production, naval shipbuilding, digital engineering, industrial automation, robotics, production planning, high-performance computing, microelectronics, technology transition, or comparable complex production environments.  Demonstrated substantial technical experience in at least two of the following areas:  Advanced manufacturing;  Additive manufacturing;  Industrial automation or robotics;  Digital engineering or digital twins;  Shipbuilding, shipyard modernization, naval production, or sustainment;  Production planning or industrial systems;  Modeling and simulation;  High-performance, cloud, edge, or factory-floor computing;  Microelectronics or industrial data environments;  Defense technology transition.  Demonstrated experience preparing technical assessments, capability roadmaps, investment analyses, requirements-support documentation, technical decision memoranda, or executive-level briefing materials for senior Government, military, industry, corporate, or program leadership.  Demonstrated ability to assess complex engineering and production systems; identify technical risks, dependencies, and constraints; and communicate findings clearly to nontechnical decision-makers.  Demonstrated ability to manage multiple concurrent priorities and deliver accurate, high-quality written products under compressed timelines.  The position may require support outside normal business hours to meet time-sensitive taskers, executive requirements, or major industrial-base initiatives.  Current Top Secret.
