A GS-1601-13, AIRCRAFT MAINTENANCE MANAGER: Directs unit's overall efforts to ensure readiness of assigned aircraft, personnel, and equipment to meet wartime, day-to-day mission requirements, and any State Active Duty to support State Emergencies. Plans, organizes, schedules, controls, and directs unit aircraft maintenance resources to meet mission requirements. Uses highly developed communication, negotiation, conflict resolution, leadership, and similar skills to obtain desired results. Through subordinate supervisors, manages aircraft maintenance activities. Establishes, reviews, and/or revises policies, procedures, mission objectives, and organization design for the assigned staff, as necessary to eliminate work problems or barriers to mission accomplishment. Directs all functions to provide mission generation support by executing on-equipment activities to produce properly configured, mission ready weapon systems to meet contingency and training mission requirements for both operations and maintenance personnel. Ensures standardized procedures and organizations among Aircraft Maintenance Units (AMUs). Constantly exercises conflict-resolution skills to de-conflict flying schedule priorities supporting wing mission requirements, Operations and Maintenance Training requirements, and real-world Air Tasking Order (ATO) commitments. Directs a group work force of skilled technicians and traditional guard members, including a variety of staff, administrative, and trades and crafts occupations. Determines goals and objectives for the squadron. Develops and executes the squadron Commander's Inspection Program (CCIP) assessing the organization's ability to execute the mission, manage resources, develop personnel and improve the unit. Provides for employee development and training to ensure all assigned personnel and organizational entities are fully capable of performing their wartime tasking. Evaluates subordinate supervisors and reviews evaluations made by subordinate supervisors. Reviews serious disciplinary cases and problems involving subordinate employees and determines required action. Collaborates with the Group Commander and other base organizations to plan, develop and implement numerous long term plans to include: the Wing/Group Strategic Plan (mission, goals, values, objectives, etc.), Wing Commander's Inspection Program, the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, the Deployment Cycle Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, and base supplements. Conducts operational planning to provide for an adaptable, agile force able to respond to dynamic contingency and non-contingency worldwide events based on the assigned aircraft and mission sets. Collaborates with the Group Commander and the HRO on major organization changes and changes based on manpower documents. Provides advocacy for additional funding when necessary to support overall squadron mission requirements. Ensures all aircraft maintenance work meets the highest standards for compliance and airworthiness and that attention is focused on readiness and the wartime tasking(s) of the unit. Plans and institutes fiscal controls to ensure compliance with federal law and higher headquarters directives. Coordinates with appropriate groups in the wing to ensure an integrated approach to action solutions of problems relating to fleet health, availability of aircraft, and the ability to conduct the military mission. As required, meets with other aircraft maintenance officers of the same and/or different mission design series, to advise on policies and procedures affecting the Air National Guard aircraft maintenance workforce, infrastructure support, and regulatory guidance. Makes periodic and comprehensive assessment of program through a review of performance indicators, productivity goals and accomplishments, deficiency reports, audit findings, etc. Other duties as assigned.(temporary, minor, or incidental tasks)
GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have 36 months specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
• or- 1-year specialized experience to at least the next lower grade. Note: To qualify under the one-year Specialized Experience (SE) provision (when stated in the SE section), you must provide either: Two SF-50s (or equivalent) showing you were in the same occupational series at the next lower grade for at least one full year. The two SF-50s must span that full one-year period, from the older SF-50 to the newer SF-50 and reflect employment with the same federal agency.

MILITARY REQUIREMENTS: Military Grades: O4/Maj (promotion eligible to O5/Lt Col preferred)
• O5/Lt Col Desired Military Assignments: 021A3 (Any)
• Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action.

• Must maintain membership in the WA Air National Guard for continued employment.

• Position does not require the piloting or pilot instructing of military aircraft.
• This position requires the incumbent to occasionally travel away from the normal duty station.The incumbent must be willing and able to travel on military and commercial aircraft.
