UTILITIES AND ENERGY MANAGEMENT (UEM) DIRECTOR

You will serve as a Utilities and Energy Management (UEM) Director of MARINE CORPS AIR STATION MIRAMAR. You will supervise utility and energy management operations, assign work to staff, resolve issues, and ensure programs, projects, budgets, and priorities are completed within established schedules and requirements. You will manage civilian personnel matters, including position structures, assignments, performance discussions, employee development, conflict resolution, and staffing actions needed to support effective utility operations. You will oversee maintenance and service activities for utility systems, coordinate contracts and work orders, evaluate technical proposals, and ensure projects meet operational, safety, cost, and performance requirements. You will coordinate with military, government, and external organizations to advance utility and energy initiatives, maintain partnerships, present program priorities, and respond to requests for information and support. You will monitor long range planning and project execution for utility and energy programs, assess progress toward production, compliance, and resilience goals, and adjust priorities when conditions or requirements change. You will identify funding, partnership, and collaboration opportunities with outside agencies and organizations, prepare proposals and requests, and develop initiatives that strengthen utility and energy program objectives. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Planning and programming infrastructure life-cycle management projects at an installation level. 2. Ability to establish and implement comprehensive utility and energy management programs, including project development, budget, energy conservation and consumption, etc. 3. Ability to plan, administer and evaluate future energy projects through development and construction. 4. Ability to problem solve complex technical issues to resolution.
