Provides leadership to subordinates and technical guidance to executive/management level representatives from the Military Services, DCMA, and other Government Agencies. Serves as the senior Industrial Specialist/Subject Matter Expert (SME) for the CMO, providing technical guidance, policy interpretation, and assistance for oversight of complex manufacturing processes, systems, and contractor production activities. Leads, conducts, and/or oversees Manufacturing Systems Reviews and key process evaluations, including elements of Material Management and Accounting Systems, Property, Purchasing, and Estimating System Reviews. Supervises a Manufacturing/Technical Team, providing full technical/administrative leadership, workload direction, resource management, and performance oversight for personnel supporting delivery management and supply chain predictability functions. Analyzes contractor material requirement planning, integrated master schedules, plant capacity, plant loading, and production planning to assess risk, determine ability to meet customer requirements, and forecast schedule impacts. Coordinates with multidisciplinary specialists across the CMO, other CMOs, Regions, and Headquarters to resolve issues affecting supplier performance, delivery predictability, production delays, and mission outcomes. Provides advice to Directors and leadership on team activities, program impacts, trend analyses, and recommended approaches to improve contract operations, manufacturing oversight, and delivery management performance. Participates in program meetings, working groups, investigations, and negotiations to address complex business-related problems, develop solutions, and ensure effective communication between operational elements and procuring/receiving activities. To qualify for a Supervisory Industrial Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the NH-03 level, specialized experience must be at the NH-02, GS-11, or equivalent level under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with providing direction, maintaining ethical standards, and leading teams in executing complex contract management and operational responsibilities in a high-accountability Department of War (DoW) environment. Leading and providing technical guidance to professional staff responsible for monitoring and evaluating complex manufacturing processes and contractor production systems. Applying delivery management principles and techniques to plan, direct, supervise, and conduct analyses of schedule trends or conditions affecting contracts and delegations. Assessing contractor capabilities in areas such as material requirements planning, integrated master schedules, plant capacity, and production planning; conducting or leading manufacturing systems reviews; and coordinating with multidisciplinary specialists to resolve issues impacting supplier performance. Conducting or leading manufacturing systems reviews and evaluating key processes related to material management, accounting systems, property, purchasing, and estimating. Coordinating with multidisciplinary specialists to resolve issues impacting supplier performance and to develop sound conclusions and recommendations. Managing resources, directing workload distribution, overseeing team operations, and providing guidance on industrial practices, manufacturing policies and procedures, contract manufacturing operations, and delivery management requirements. Knowledge of industrial practices, manufacturing policies and procedures, and contract manufacturing operations. Skill in oral communication to provide guidance, coordinate with stakeholders, and deliver customer support across multiple functional areas. Substitution of education may not be used in lieu of specialized experience for this grade level.
