Health System Specialist

This position serves as a Health System Specialist in the Office of Medical Staff Affairs (MSA). MSA is a program office in Veterans Health Administration (VHA) Central Office (VHACO) Office of Quality Management and has national VHA policy oversight for credentialing and privileging of healthcare providers, reporting to state licensing boards and reporting to the National Practitioner Data Bank (NPDB). Serve as SME on State Licensing Board (SLB), adverse actions and NPDB reporting Provide administrative oversight of office operations and policies Communicate audit findings to VHA Credentialing and Privileging Office staff Advise leadership on internal operations and policy issues Maintain liaison with VHACO support services Analyze and evaluate program office operations to identify improvements Apply analytical tools to evaluate program goals and financial resources Provide expert consultation to leadership on complex issues Draft technical correspondence, briefings, and communications Work Schedule: 8:00am to 4:30pm Telework: This position may be authorized for ad hoc telework. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop and interpret operational policy guidance Expert experience of healthcare administration, healthcare delivery systems, and the policies, laws, and regulations governing these programs. Extensive experience analyzing and evaluating complex healthcare management issues, developing policy, and improving program effectiveness. Demonstrate advanced project and program management skills, applying sophisticated analytical tools to evaluate system-wide impacts and process improvements. Strong communication, negotiation, and strategic advisory skills influencing senior leaders, resolve complex issues, and guide administrative and operational decisions. AND The Individual Occupational Requirement: For the 0671 Occupational Series you must have Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
