# Program Support Assistant

Veterans Health Administration

Incumbent serves as the Program Assistant, providing the Office of Veteran Experience support at the local facility level. The position will assist and carry out work for various projects on the utilization, costs, tracking and outcomes of the Office of Veteran Experience.
MAJOR DUTIES AND RESPONSIBILITIES Administrative Support
• 50% Serves as a central point of contact to provide authoritative explanations of requirements, regulations, and procedures and to resolve operational problems. Responds to requests for information concerning Office of Veteran Experience and may personally prepare/give responses or information by utilizing various SharePoint sites. Systematically prepares material so that it is immediately available for the department's need. Compiles and analyzes a variety of data for reports (both scheduled and nonscheduled) and drafts and submits these reports on a monthly, quarterly, and annual basis. On many reports, both one time and repetitive, establishes a system and collects data from one or all sections and prepares reports assuring that information transmitted is accurate and that the goal of the report is achieved. Veteran Experience Data
• 25% Coordinates and provides reports to support for the many facets of quantitative and qualitative Veteran Experience data. The position is expected to participate in a data pulling or analytics as well as function independently. Performs data collection activities. This includes (a) recruiting subjects, (b) preparing and disseminating research materials including consent forms, assessment instruments, and other data collection forms, (c) obtaining informed consent, (d) storing and managing collected data such as utilization, cost and outcomes, (e) conducting interviews by telephone and in-person and securely transmitting data to transcription services (f) Extracts Data Conducts data processing and analysis to include setting up and maintaining research/statistical analysis software, Microsoft Excel and Microsoft Access databases, programs database for data entry of research questionnaires, booklets, data, and creates codebook for these, including literature searches, graph and chart preparation, Investigational Review Board (IRB) application monitoring, report preparation, and communicates and coordinates meetings of the Office of Veteran Experience research team. Maintains accurate and timely reports, source documents, and regulatory files. Project Administration
• 15% Identifies and recruits volunteers for the Office of Veteran Experience. Secures permission to contact potential subjects. Collects and manages data using various computer applications and programs. Works with multiple clinical programs to facilitate implementation of the volunteers. Serves as liaison between Patient Advocate team, Employee Experience Officer, and CDCE Chief. Establishes and maintains project files. Change Management
• 10% Helps the organization operate successfully in a new personalized, proactive, Veteran driven health care environment giving attention to both the experience of health care (e.g., healing relationships, communication, and environments) and the practice of health care (e.g., personalized health approach and components of health and wellbeing). Leads teams of subject matter experts, front line staff and leadership through defined project management process improvement and/or Lean Six Sigma processes which utilizes multiple tools from other disciplines. This change results in improved customer outcomes, satisfaction and engagement. Work Schedule: Monday-Friday 8:00am-4:30pm Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. Note: You must submit a copy of your most recent personnel action/SF-50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Grade Determinations: GS05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing a full range of standard and non-standard clerical assignments and resolving a variety of non- recurring problems, performing a variety of assignments involving different and unrelated steps, processes, or methods. Ability to identify and understand the issues involved in each assignment and determine what steps and procedures are necessary and the order of their performance. Extensive knowledge of an organization's rules, procedures, operations, or business practices to perform the more complex, interrelated, or one-of-a-kind clerical processing procedures. OR 4 years of education above high school (transcripts required) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The work is sedentary. Typically, the position sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books or driving an automobile. No special physical demands are required to perform the work. May be required to wear personal protective equipment if applicable. Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms. The work area is adequately lighted, heated and ventilated. Work will be conducted in a safe manner adhering to Medical Center safety policies. Occasional travel is necessary.
