Supervisory Facility Operations Specialist

This position is located in Region One Mission Support Division. The ideal candidate for this position will be experienced in building systems, safety codes, contract oversight, maintenance, and inspections. Strong communicator and team leader who manages priorities, resolves problems, and provides excellent customer service. What will I do in this position if hired? In this position, you will serve as a Supervisory Facilities Operations Specialist. Typical assignments include: Providing facility management leadership & direction for the operations and serves as an effective member of the facility management leadership team. Collaborating on maintenance and operations decisions regarding mechanical equipment repair/replacement, and maintenance. Developing and draft guides and Standard Operating Procedures (SOPs) for all building systems and equipment. Maintains documentation, guides and SOPs of all building systems and equipment ensuring accuracy. Working with Contracting Officer to draft and review contracts; develop Statement of Work for standard service contracts or unusual or new construction repair and alterations; and prepare project scope, descriptions and justifications. Evaluating bids or proposals; and provides management oversight of awarded contracts and services. Planning work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work; and assigns work to subordinates based on priorities; evaluates work performance of subordinates. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement. To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Evaluating facilities, buildings utility systems, equipment, or maintenance practices; AND Identifying deficiencies or developing projects requirements for construction, repairs, or alterations; AND Preparing project scopes, descriptions, or justification for facility modifications. In addition to the minimum qualifications described above, you must meet the following individual occupational requirement(s) to be considered qualified for the position. Education Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. Or Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment. Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
