As a Facility Operations Specialist, you will perform the following duties: As a facility manager, ensure efficient operation of the Marine Operations Center. Maintain facility plans for near term and future maintenance or alterations of all facility systems. Independently develop, plan, control, and track facility operating and maintenance budgets and present to supervisor for incorporation into master budget. Estimate costs of anticipated projects and prioritize future projects based on need and potential funding. Coordinate with base command and branch chiefs to meet requirements for vessel services including logistical support, longshore services, delivery and transportation of equipment, and contractual support for the fleet of ships assigned to Marine Operations Center (MOC). Manage the motor pool, forklift, and small boat operations. Serve as Level II Contracting Officer Representative (COR) for small to very large ($4M +) janitorial, security, building and grounds maintenance/improvement contracts required for operation of MOC and port offices. Prepare receiving reports and work with finance to ensure payment of invoices. Prepare Statements of Work (SOWs), government cost estimates, sole source justification, and Purchase Requests. Work with Contracting officer to oversee and evaluate contractor performance, initiate performance inspections, and resolve contract issues. Oversee, plan, coordinate, and perform equipment maintenance, installations, and repairs. Read and interpret technical drawings and schematics. Consult with engineers to determine scope of projects. Maintain facility operations budget, plan expenditures, and ensure efficient use of funds. Serve as MOC Facilities property custodian for accountable property. CONDITIONS OF EMPLOYMENT: This position requires the operation of a Federal motor vehicle. Incumbent must obtain and maintain a valid U.S. driver's license. PHYSICAL REQUIREMENTS: This position has physical requirements. Some assigned work may be performed after normal business hours. Position requirements include moving large boxes/equipment up to 50 lbs. Operating a forklift; line handling for ships; deploying an oil boom during refueling; operating small boats; overseeing/assisting with minor maintenance; and traveling to remote facilities. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-3 or GS-11 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Developing, controlling and tracking facility operating and maintenance budgets; Ensuring compliance with safety, health and environmental requirements; and Collecting, analyzing or preparing information about equipment, and its operational maintenance. OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in engineering, industrial arts, property management, or business administration. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of successfully completed graduate-level education and specialized experience may be used to meet the total experience requirements. Note: Only graduate-level education in excess of the amount required for the next lower grade level may be combined with experience. This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-3 is equivalent to the GS-11/12.
