MANAGEMENT AND PROGRAM ANALYST (PROJECT MGR)

The primary purpose of this position is to serve as the Project Manager for the NORAD and USNORTHCOM (N/NC) Commander's Initiative Group (CIG), leading strategic initiatives and special projects in direct support of the Combatant Commander (CCDR).
Leads enterprise-level projects and strategic initiatives for the NORAD and USNORTHCOM Commander's Initiative Group. Serves as a project manager and senior strategic advisor for complex, high-visibility initiatives that affect multiple N/NC organizations and support the CCDR's priorities, decision-making, and strategic objectives. Conducts advanced command-level analysis and develops recommendations to improve organizational performance, mission effectiveness, and strategic alignment. Applies a mastery of qualitative and quantitative analytical methods to assess programs, processes, administrative operations, and organizational performance in order to identify issues, evaluate alternatives, and recommend improvements for senior command consideration. Develops executive-level decision support products and coordinates with senior leaders and stakeholders across the command and external organizations. Prepares and delivers project status reports, decision papers, analytical summaries, dashboards, charts, graphs, tables, and narrative briefings for the CCDR, senior command leadership, and other high-level audiences, ensuring information is accurate, timely, and responsive to leadership requirements. Integrates project work, monitors execution of command-priority actions, and ensures completion of assigned deliverables. Breaks projects into discrete tasks and work packages, assigns responsibilities to team members or participating organizations based on expertise and project requirements, and tracks completion of assigned actions to ensure products meet quality, schedule, and mission requirements.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of project management principles, methods, and techniques in order to lead complex, high-visibility initiatives involving multiple organizations, establish integrated project strategies, and guide execution of efforts supporting priorities. Expert knowledge of missions, organizational relationships, strategic objectives, and headquarters staff processes in order to align initiatives with command priorities, anticipate second- and third-order effects, and integrate actions across a bi-national environment. Skill in developing and presenting executive-level decision support products, including analytical reports, decision papers, dashboards, and briefings, in order to communicate complex issues, alternatives, risks, and recommendations to the senior leaders. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, and manage complex projects or initiatives by defining objectives, establishing milestones, coordinating resources, monitoring progress, and adjusting actions to achieve intended outcomes. 2. Ability to apply qualitative and quantitative analytical methods to assess programs, processes, or organizational performance, identify issues and trends, evaluate alternatives, and develop evidence-based recommendations. 3. Ability to develop performance measures, evaluation criteria, and implementation strategies to assess progress, improve effectiveness, and support continuous process improvement. 4. Ability to prepare clear, concise, and well-supported reports, decision papers, briefings, and other executive-level products that present complex information, alternatives, and recommended actions. 5. Ability to communicate and collaborate effectively with senior leaders, stakeholders, and cross-functional participants to obtain information, resolve issues, build consensus, and support informed decisions. 6. Ability to identify risks, constraints, and barriers to execution, analyze their potential impact, and recommend corrective actions to maintain project quality, schedule, and mission alignment. Ability to integrate work from multiple contributors, review products for completeness and consistency, and ensure final deliverables meet established requirements and deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employee in this TDP, the incumbent is (A) to refrain from the use of illegal drugs and (B) if requested, to submit to urinalysis testing. The incumbent must sign a statement acknowledging the position occupied is a TDP. May be required to perform Battle Roster functions during Exercises and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in-place. The physical/medical assessment is not a pre-employment requirement. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning. These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
