Serves as the command War Reserve Material Officer. Develops, refines, analyzes, and issues logistics policies applicable to a major command or geographic region.
Conditions of Employment Continued: This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continue through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge and skill in applying analytical and evaluative techniques to issues and studies involved concerning War Reserves support. Knowledge of laws, regulations, policies and precedents affecting War Reserves support. Knowledge of major issues, program goals, work operations and managerial channels of organizations involved in War Reserves support programs. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of War Reserves and logistics support programs, and in developing new and modified methods. Expert knowledge of the support needs of programs, systems, equipment and components involved in War Reserves support. Extensive knowledge of the administrative processes and documentation requirements of War Reserves and logistics support activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to communicate orally. Ability to communicate in writing. Ability to maintain good working relations. Ability to plan and organize work. Ability to gather, analyze, organize, and present data and supporting analyses. Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents. Ability to identify problems and develop innovative solutions. Ability to organize and lead special study teams and task forces with members from different organizations and commands. Knowledge of acquisition requirements sufficient to serve as a Contracting Officer's Technical Representative (COTR). Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements. Ability to review, analyze, and evaluate logistics management programs and activities. Knowledge of requirements for fielding equipment. Ability to review, analyze, and manage Contingency, Mobilization Planning, and/or War Reserves Programs. Knowledge of logistics management principles, concepts, policies and regulations. Knowledge of logistics functions, programs and systems applicable to the duties of this position. Knowledge of sources, responsibilities, and means for providing assistance and advice to resolve logistics problems. Ability to develop, prepare, coordinate, staff, and implement policies, procedures, programs, and directives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
