We are seeking two experienced Quantity Surveyors to support a major semiconductor fab construction project in Malta, New York.
The Quantity Surveyor will provide commercial, cost management, procurement, and contract administration support across multiple construction packages associated with a complex semiconductor manufacturing facility. This role will work closely with project management, construction, engineering, procurement, contractors, and other project stakeholders to maintain cost control, manage commercial risk, evaluate changes, and support successful project delivery.
The ideal candidate will have experience supporting large, technically complex construction programs within semiconductor, advanced manufacturing, cleanroom, pharmaceutical, life sciences, data center, battery manufacturing, or other mission critical environments.
Experience with semiconductor fab construction, cleanrooms, process utilities, MEP systems, tool installation, or advanced manufacturing facilities is highly preferred.
Essential Duties and Responsibilities
Provide Quantity Surveying and commercial management support for major construction packages throughout the project lifecycle.
Manage cost planning, forecasting, budgeting, cost reporting, and cost to complete activities for assigned scopes of work.
Review contractor proposals, estimates, quotations, and commercial submissions for accuracy, completeness, and alignment with project scope.
Support procurement activities including bid package development, bid analysis, commercial leveling, contractor negotiations, and award recommendations.
Administer construction contracts from award through final account and project closeout.
Review and evaluate change orders, change requests, scope changes, contractor claims, and potential commercial impacts.
Prepare independent cost assessments and validate contractor pricing for labor, materials, equipment, subcontractors, indirect costs, and construction support requirements.
Identify scope gaps, commercial exposure, cost risks, and potential opportunities throughout project execution.
Maintain accurate cost and commitment tracking and support monthly cost and value reconciliations.
Develop and maintain forecasts for committed costs, anticipated changes, contingency usage, and final project costs.
Support risk and opportunity management by identifying potential commercial impacts and recommending appropriate mitigation strategies.
Review contractor payment applications and validate completed work against contractual requirements and project progress.
Assist with contract interpretation and ensure commercial requirements are consistently applied across assigned construction packages.
Support negotiation and resolution of commercial issues with general contractors, trade contractors, specialty contractors, equipment vendors, and other project partners.
Coordinate closely with project controls, scheduling, procurement, engineering, construction management, and finance teams.
Provide clear commercial reporting to project leadership and communicate significant cost trends, risks, changes, and forecast impacts.
Support project closeout activities including final account negotiation, reconciliation of outstanding changes, and contract completion.
Semiconductor and Technical Project Scope
The Quantity Surveyor may support commercial management across construction scopes including:
Cleanroom and controlled environment construction
Fab and subfab construction
Base building and core construction
Mechanical, electrical, plumbing, and process systems
Central utility plant and facility utility systems
Process piping and process utility distribution
Ultra pure water systems
Process wastewater and wastewater treatment systems
Bulk gas and specialty gas systems
Chemical distribution systems
HVAC, make up air, exhaust, and scrubber systems
Electrical power distribution and critical power systems
Controls, instrumentation, and building management systems
Fire protection and life safety systems
Tool installation and tool hookup infrastructure
Equipment installation support
Cleanroom fit out and manufacturing support spaces
Candidates are not required to have experience with every system listed above, but prior exposure to technically complex MEP, process utility, cleanroom, or advanced manufacturing construction is strongly preferred.
Knowledge and Skills Required
Strong Quantity Surveying, cost management, or construction commercial management experience.
Experience administering construction contracts from procurement through project closeout.
Strong understanding of construction estimating, procurement, change management, forecasting, and cost control.
Ability to evaluate contractor pricing and identify cost, scope, and commercial discrepancies.
Experience reviewing change orders, claims, quotations, payment applications, and commercial documentation.
Strong commercial negotiation skills within a construction environment.
Ability to understand drawings, specifications, scopes of work, construction packages, and contractual requirements.
Strong analytical and numerical skills with the ability to manage large amounts of cost and commercial data.
Ability to identify commercial risk and provide practical recommendations to project leadership.
Strong written and verbal communication skills.
Ability to prepare detailed and executive level cost and commercial reports.
Strong organizational skills with the ability to manage multiple construction packages and competing priorities.
Ability to work effectively with contractors, project managers, engineers, procurement teams, project controls professionals, and senior project leadership.
Advanced proficiency with Microsoft Excel and familiarity with construction cost management and project controls systems.
Preferred Education and Experience
Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, Cost Management, or a related discipline preferred.
Five or more years of experience in Quantity Surveying, commercial management, cost management, estimating, or construction contract administration.
Experience supporting large scale industrial, advanced manufacturing, semiconductor, cleanroom, pharmaceutical, life sciences, data center, battery manufacturing, or mission critical construction projects.
Semiconductor fab construction experience is highly preferred.
Experience with major mechanical, electrical, process utility, or specialty contractor packages is highly desirable.
Experience working within an owner, owner’s representative, EPC, EPCM, construction management, general contractor, or cost consultancy environment is valuable.
Professional Quantity Surveying, cost management, or construction related credentials are preferred but not required.
Compensation and Benefits
This position offers an annual base salary of $120,000 to $140,000, depending on experience and qualifications.
